HCFC PHASE-OUT PROJECT (PHASE II)

On December 20-21, 2018 the Second Wrap-up Stakeholder Meeting was held in Byurakan in the framework of HCFC Phase-out project (Phase II). The meeting was attended by 30 representatives of state bodies, private organizations, and scientists. 


In her opening speech the First Deputy Minister of Nature Protection Irina Ghaplanyan emphasized the importance of protecting the ozone layer in climate change mitigation and noted with satisfaction the successful efforts of Armenia in the implementation of the Montreal Protocol.

The National Ozone Unit (NOU) coordinator Ms. Liana Ghahramanyan summarized the 2018 main activities of the NOU according to which 3 regional colleges in Yerevan and provinces were equipped with multimedia equipment, and sets of recovery and recycling (R&R) tools for installation and servicing of RAC equipment.   The NOU coordinator underlined also the training of 40 refrigeration and air conditioning technicians conducted within the framework of the project, and sets of R&R tools provided to the trained technicians. In addition, a package of regulatory reforms has been developed. 

 

 

 

 

 

 

The event participants visited the Ozone-Measuring Station of Amberd to get acquainted with the analytical work of the only Dobson spectrophotometer equipment and the professional observation outcomes.

As a result of the meeting, a number of proposals were elaborated to be considered in the 2019 work plan.

TRAINING OF RAC SPECIALISTS

On 19 December, 2018 training of 40 specialists in the field of RAC (Refrigeration & Air Conditioning) system took place in «Hyatt place» hotel in the framework of HCFC Phase-out project, Phase II. The meeting was aimed at introducing the participants to the best practices in the field, taking into account the latest progress in the Montreal Protocol, the steps undertaken by the Republic of Armenia in this direction, and the peculiarities of the technology of natural refrigerants, which gradually gains a larger market share

 Selection of technicians was carried out by a national expert based on the scope of technicians’ operational activity and geographical distribution. The training was conducted by Mr. Artur Mkrtchyan, a responsible engineer for electromechanical equipment at Yerevan Zvartnots International Airport. In the course the trainer presented the best experience of installing, servicing and maintaining RAC equipment, the features of servicing the installations on natural refrigerants, and the importance of maintaining safety rules. In addition, annual and monthly inspection checklists for air conditioning services were introduced, which could be used to improve the efficiency of the operation. During the practical session participants were shown the latest equipment maintenance tools, which would allow professionals to prevent refrigerant leakage during the maintenance of equipment.


After the practical session the professionals were provided with the set of Recovery & Recycling tools on contractual basis ("Contract on Free equipment useage and donation"). The contract stipulated the submission of the quarterly reports on the quantity of recovered, recycled and/or reused refrigerants by distributed tools.
